Johns Hopkins SAIS to host “Bridging America’s Civil-Military Divide” March 7, in Washington, DC

“Bridging America’s Civil-Military Divide” will be hosted at the Johns Hopkins University School of Advanced International Studies (SAIS). The event is presented by the Philip Merrill Center for Strategic Studies, the Strategic Studies Department, the Foreign Policy Institute’s The Big Picture, and the Johns Hopkins Stavros Niarchos Foundation Agora Institute. It aims to start the conversation on military service; lend structure and context to the dialogue on civil-military relations; and, help explore the impact of the last eighteen years of war. About the Speakers
Eric Edelman is the Roger Hertog Distinguished Practitioner-in-Residence at the Philip Merrill Center for Strategic Studies, retired as a career minister from the U.S. Foreign Service on May 1, 2009. He previously served in senior positions at the Departments of State and Defense as well as the White House, where he led organizations providing analysis, strategy, policy development, security services, trade advocacy, public outreach, citizen services, and congressional relations. As Undersecretary of Defense for policy (August 2005-January 2009), he was DoD's Senior Policy Official, overseeing strategy development with global responsibility for bilateral defense relations, war plans, special operations forces, homeland defense, missile defense, nuclear weapons and arms control policies, counterproliferation, counternarcotics, counterterrorism, arms sales, and defense trade controls
 
Kathleen Hicks is the Donald Marron Scholar at the Kissinger Center for Global Affairs. She also serves as Senior Vice President, Henry A. Kissinger Chair, and Director of the International Security Program at the Center for Strategic and International Studies. Dr. Hicks is a frequent writer and lecturer on geopolitics, national security, and defense matters. She served in the Obama Administration as the Principal Deputy Under Secretary of Defense for Policy and the Deputy Under Secretary of Defense for Strategy, Plans, and Forces. She led the development of the 2012 Defense Strategic Guidance and the 2010 Quadrennial Defense Review. She also oversaw Department of Defense contingency and theater campaign planning. She also spent almost thirteen years as a career official in the Office of the Secretary of Defense, rising from Presidential Management Intern to the Senior Executive Service.
 
Retired Gen. Cater F. Ham is the President and Chief Executive Officer of the Association of the United States Army (AUSA). He is an experienced leader who has led at every level from platoon to geographic combatant command. He is also a member of a very small group of Army senior leaders who have risen from private to four-star general. Immediately prior to joining the staff at AUSA, he served as the Chairman of the National Commission on the Future of the Army, an eight-member panel tasked by the Congress with making recommendations on the size, force structure, and capabilities of the total army.
 
Greg Jaffe is a Reporter covering national security issues for The Washington Post, where he has been since March 2009. Previously, he covered the White House and the military for The Post. He is the author of “The Fourth Start: Four Generals and the Epic Struggle for the Future of the United States Army.”
