Education

Employment History

  • Since January 2009, I have been affiliated with the Johns Hopkins University School of Advanced International Studies, where I am a Fellow at the Foreign Policy Institute (1619 Massachusetts Ave., N.W., Washington, D.C. 20036).
  • From 1987 through 2008, I was a Resident Scholar at the American Enterprise Institute for Public Policy Research (1150 17th St., N.W., Washington, D.C. 20036).
  • From mid 1984 until early in 1987 I was self-employed as a writer, except for ten months that I spent as Fellow in Residence at the Washington Institute for Near East Policy.
  • From early in 1979 until early in 1984, I was enrolled as a full-time graduate student at Georgetown University.
  • From 1974 until early 1979, I worked for the Coalition for a Democratic Majority, the last two years as its Executive Director.  Intermittently during this period, I also worked for several public officials who were affiliated with the coalition, namely as a congressional aide to Rep. James G. O'Hara (D.-Mich.) in 1975 and to Sen. Daniel Patrick Moynihan in 1977, and as a campaign aide to Sen. Henry M. Jackson in his presidential campaign of 1976.
  • From 1968 through 1973, I was the National Chairman of the Young People's Socialist League.  Most of the time this was a full-time position, but intermittently during this period I also worked on projects for Frontlash, the League for Industrial Democracy, and the Norman Thomas Fund.

Professional Activities

I served on the Maryland State Advisory Committee to the U.S. Commission on Civil Rights from 1985 to 1998, and I served on the Commission on Broadcasting to the People's Republic of China.  Secretary of State Condoleezza Rice appointed me to serve on the State Department’s Advisory Committee on Democracy Promotion in March 2007. I serve on the board of trustees of Freedom House. I am a member of the editorial boards of World Affairs, the Journal of International Security Affairs, and the Journal of Democracy. I also serve as an adjunct scholar at the Washington Institute for Near East Policy, as an adjunct professor at the Institute of World Politics, and as an international patron of the Henry Jackson Society.

Personal

Married, three grown daughters, four grandsons (and counting).  Resides in Maryland.
