SAIS IT ADVISORY COUNCIL (ITAC) CHARTER

This document defines the IT governance structure at SAIS which is exercised via the IT Advisory Council (ITAC). The ITAC provides integrated and coordinated involvement of all the SAIS stakeholder groups with regards to the use of technology and offers the framework for which a continuous dialogue can exist between them and the technology leadership. The involvement of the various business lines in the review, prioritization and discussion of IT investments, policies and plans is a requirement for any organization that wishes to align its IT strategy with its strategic goals and objectives. This is imperative for SAIS as it desires to remain a leader in its field and use technology to create and maintain competitive advantages over its peers. The ITAC assembles top talent at SAIS to generate and implement innovative and effective technology solutions to advance its mission.

Jurisdiction

The ITAC encompasses all of the technologies in place at SAIS to include:

  • Operational;
  • Academic;
  • Infrastructure;
  • Telecommunications;
  • Multimedia;
  • Online/Internet;

The ITAC exercises advisory oversight on

  • Major IT investments;
  • IT Policies affecting all of SAIS;
  • Technology Roadmap;
  • SAIS technology budget;

Agenda

The agenda and the meeting are managed by the CIO’s office in coordination with the ITAC chair. Agenda items are distributed at least a week prior to the meeting in order to allow every participant to discuss them with their stakeholders prior to the meeting. 

Agenda items, as well as any other documents provided to the ITAC, are kept at the following SharePoint site: https://collaboratelegacy.johnshopkins.edu/sites/SAIS/ITAC/default.aspx. Only members of the ITAC have full access to the site and are allowed to post information to it. However, most of the site is open to all SAIS stakeholders on a Read Only basis in order to encourage participation, demonstrate transparency to its operation and help propagate its mission.

Meeting Frequency:

The chair, or the CIO, will convene the ITAC twice a year during each academic semester at the end of the SAIS Advisory Council assuming there are active agenda items that fall under its jurisdiction.

Membership:

ITAC’s total membership does not exceed 20 members, excluding the Chair and the CIO – see Appendix 1 for the complete membership list. Membership consists of permanent and non-permanent positions. Selection for the non-permanent positions, that serve one year terms spanning the academic year, occurs as follows:

  • SGA is responsible for selecting the student representative;
  • Each overseas campus is responsible for selecting their own representative;
  • The SAIS Dean is responsible for selecting the two members of the SAIS Advisory Council as well as the faculty members that will serve on the IT Advisory Council;

The permanent Chair of ITAC will be the Senior Associate Dean of Finance and Administration.

Advisory Role:

ITAC’s objective is to debate all issues under its jurisdiction and attempt to reach consensus among its members on all of the important decisions that it considers. In the absence of consensus, the Chair will decide whether there’s enough support to move ahead with a decision or postpone it for a later meeting. The Chair has the full authority to approve/reject decisions without the need to have ITAC’s full support.

Attendance:

Only members at the Dean’s level, as well as the SGA, can send their representatives if they cannot participate at a specific meeting. All others need to be there in person in order to debate, recommend and/or advice on a course of action. Physical presence is not required as members can attend virtually via either a Polycom VTC unit or through some other videoconferencing technology that’s supported by Hopkins – please coordinate with SAISHELP whenever that’s necessary. Meetings are open to any SAIS stakeholder even though non-members cannot participate in the deliberations of the council and can only address the council if the member that represents them requests that in advance from the ITAC Chair.
