Examines the relationship between the two most dramatic changes in Europe over the past half century—integration in the West and transition in the East. Argues that the relationship is both self-reinforcing and (at times) counterproductive. As a result, the fate of the European Union and the future of Pan-Europe are inextricably linked, and a truly continental system is emerging in Europe.
