Monitoring and Evaluation Techniques

 
This course familiarizes students with the conceptual, theoretical and methodological tools used in monitoring and evaluation and "results-based management," including the development of logic models, identification of performance indicators, implementation of monitoring systems, identification of evaluation questions, choice of evaluation designs, collection and analysis of evaluation oversight of evaluation processes. The course examines the appropriateness of quantitative, qualitative, and mixed evaluation practices of major funders and implementers of development programs, some of the common uses and abuses of evaluation data, and recent trends in evaluation practice, including the renewed emphasis on collaborative evaluations and on more rigorous impact evaluation studies. The emphasis throughout is on how monitoring and evaluation can be used to improve development effectiveness given real world time, data, resource and political constraints. A skills-based class project will focus on specific areas of the evaluation cycle.
