The course analyzes the process of international negotiations on environmental issues and on the development of regimes for environmental protection, applying theories of multilateral negotiations. It looks at the actors in these negotiations and their incentives to favor or oppose agreements on environmental issues, and includes case studies such as negotiations on ozone depletion and climate change. It evaluates alternative approaches and obstacles to strengthening the global environmental protection regime through negotiated agreements.
