Background and Education SAIS associate dean since 2002; developed interactive DVD-based courses on pre-calculus and basic calculus mathematics; has taught at SAIS as a professorial lecturer in the International Economics Program for the past 27 years, including throughout a 20-year government career at the U.S. Department of State, where he directed economics education for foreign affairs professionals at the Foreign Service Institute; later directed the Office of Regional Economic Policy in the Bureau of Inter-American Affairs; continued to address economic policy toward Latin America and the Caribbean through association with Caribbean/Latin American Action, the U.S.-Mexico Chamber of Commerce and the Greater American Business Coalition; during the 2001-02 academic year, held a joint appointment as senior fellow at the Institute for Policy Studies at The Johns Hopkins University and interim associate dean for Academic Affairs at SAIS; Ph.D., economics, Georgetown University
