Background and Education

Prior to joining the Hopkins-Nanjing Center, was affiliated with Brunel Law School at Brunel University London as a professor of international law and director of the Center for International and Public Law; served 25 years as a professor of law and head of the Department of Law at the University of Hong Kong, witnessing the city’s transformation from a British colony to a special administrative region of the People’s Republic of China, and from an international manufacturing center to a global metropolis specializing in service industries; also held visiting positions at a number of leading European (Cambridge and London) and North American (Harvard, Yale and Victoria) law schools and universities; is an attorney and member of the Israel Bar and practiced law in the private sector before embarking on an academic career; academic work has been cited by courts in Australia, Canada and Hong Kong; areas of specialization include general international law, international environmental law, international humanitarian law, international legal personality, international refugee law, positive international legal theory, constitutional/public law, jurisprudence/legal theory, law and economics, and law and society; LL.D., University of South Africa
