Background and Education

Conducts research and operational work on governance for the World Bank, USAID, the U.K. Department for International Development, the U.S. Department of Defense and foreign governments, providing policy and technical advice, pursuing negotiations and studies, and designing and managing technical assistance projects; has worked on the ground in Africa, South America and the former Soviet Union; current research focus is operation of neopatrimonial states and U.S. foreign policy toward those states, aid work security and the aid industry; received the 2008 SAIS Max M. Fisher Prize for Excellence in Teaching; J.D., University of California, Berkeley; Ph.D., political economy and government, Harvard University
