Serves on the director of the Central Intelligence Agency's external advisory board; led review of counterterrorism "lessons learned" at the request of the director of National Intelligence; was acting director of the CIA from July to September 2004 and previously was the agency's deputy director from October 2000; prior to that, held the positions of deputy director for Intelligence, vice chairman for Estimates and acting chairman of the National Intelligence Council; founded the Sherman Kent School for Intelligence Analysis, an institution dedicated to teaching the history, mission and essential skills of the analytic profession to new
