Assistant professor of government and Allston Burr Senior Tutor (assistant dean) at Harvard 1982-1985; Member of the Strategy Department, U.S. Naval War College 1985-1989. Member Policy Planning Staff, Office of the Secretary of Defense, 1989-1990. 1990 to present, professor of strategic studies, SAIS. Directed the U.S. Air Force's official study of the 1991 war with Iraq, the Gulf War Air Power Survey, 1991-93. Member of the Defense Policy Advisory Board, 2001-2007, and served on other governmental and private advisory committees. Counselor of the Department of State, 2007-2009.
