Albert Gerard (Bert) Koenders is Special Representative of the Secretary General in Cote d'Ivoire.

Koenders was co-chair of the Working Group for the Fourth High-Level Forum on Aid Effectiveness (Busan Conference) and chair of the Rutgers World Population Foundation. In his capacity as the Dutch Minister for Development Cooperation from 2007 to 2010, Koenders was involved in integrated peace support initiatives in Afghanistan, Burundi, Chad, Democratic Republic of the Congo, and Sudan. Before that, he was a member of the Netherlands House of Representatives from 1997 to 2007, and undertook several missions to conflict-afflicted areas in Africa and the Middle East. Koenders was also visiting professor for Conflict Management at the Johns Hopkins SAIS Bologna Center from 2000 to 2002.
