Andrew is a senior research associate at ODI, an independent development think tank in London. His main area of interest is the changing overall architecture of development cooperation.

From 2009 to 2011, Andrew was on the staff of the Organization for Economic Cooperation and Development (OECD) and advised its Development Assistance Committee. His team analyzed trends in the global development system.

From 2006 to 2008 Andrew was head of the Human Development Group at the UK Department for International Development (DFID), responsible for overall policy on health, HIV-AIDS and education. He represented the U.K. within major international partnerships and initiatives in these areas.

Andrew had earlier spent twenty-six years (1976-2003) on the staff of the World Bank, including management assignments as country and sector director and as Special Representative to the European Union, followed by three years as a researcher with ODI in London.

He has consulted for several other development agencies. He is a non-executive director of two U.K.-based development NGOs. He holds degrees in economics from Cambridge University and the LSE. He is a dual national of Italy and the U.K.
