Center for Transatlantic Relations | Overview

The Center for Transatlantic (CTR) addresses critical policy issues facing the United States and Europe in a globalizing world. The center, part of the Foreign Policy Institute, focuses on U.S. engagement with Europe within a broad framework that includes the growing role of the European Union in the world and the impact of globalization on U.S.-EU relations as well as the transatlantic security, political and economic agenda in Europe itself.

The center also seeks to draw into transatlantic dialogue actors who deal with other world regions or who are concerned with issues traditionally considered “domestic.” CTR operates at the intersection of scholarship, policy and media through publications, regular commentary and strategy groups of American and European experts, parliamentary leaders, government officials and private sector and NGO representatives who examine pressing transatlantic policy issues and recommend action.

CTR leads the international policy work for the Johns Hopkins-led National Center for the Study of Preparedness and Catastrophic Event Response (PACER), designated by the U.S. Department of Homeland Security as a Center of Excellence in Homeland Security. CTR produces a series of books and other publications on the international dimensions of homeland security and has organized major bioterror simulations, notably “Atlantic Storm,” for senior U.S. and foreign government officials and Congress’s Committee on Homeland Security.

The center also launched and staffs the Congressional Caucus on the European Union as well as the Congressional Staff Roundtable on the European Union.

Together with four capital-area partner universities, CTR has been designated the EU Center of Excellence for Washington, D.C. CTR coordinates this partnership, called the American Consortium on EU Studies (ACES). ACES activities in education and research include an annual Graduate Student Conference; the Young Scholars Network; and conferences, symposia and workshops. ACES sponsors media activities on transatlantic issues and conducts a range of study groups on current policy issues affecting U.S.-EU relations.
