Background:
Spent 26 years as a U.S. Foreign Service Officer, serving in France, the Soviet Union, Cyprus, Thailand, and Vietnam as well as being country director for Vietnam, Laos, Cambodia, Indonesia, Malaysia, Burma, Singapore and Brunei; former staff member for the U.S. Senate Foreign Relations Committee responsible for East Asia and the Pacific; Senior Associate at the Carnegie Endowment for International Peace, and Senior Associate at the George Mason University Indochina Institute. He joined the SAIS faculty in 1991.
