Scott Barrett, Director

The International Policy (IP) Program offers an interdisciplinary curriculum in international policy and analysis, integrating economics, political science, law and other academic disciplines. The program provides a forum for students to examine policy not only in the abstract but as it is created and implemented in particular institutional settings.

IP addresses both the cross-border/multilateral aspects of policy and the political economy/comparative aspects of policy, emphasizing interactions between the public and private sectors. A key aim of the program is to teach students how to apply policymaking tools, concepts and frameworks to real problems and institutional settings. For that reason, much of IP teaching combines theory with empirical case studies.

Students may specialize in one of the following focus areas: International Energy Policy, International Environmental Policy and International Health Policy. Additionally, the IP Program offers three special initiatives within which students (1) can work directly on policy problems for client organizations through the Luce Environmental Policy Practicum, (2) can participate in timely energy issue discussions with policymakers and energy executives through the Global Energy and Environment Initiative and (3) can keep abreast of cutting-edge research on global health issues through the Global Health and Foreign Policy Initiative.

Co-curricular Activities
The IP program offers a series of ongoing opportunities for students to learn from and network with professionals in their field. The program sponsors seminars and lunch talks throughout the year. Students are also encouraged to attend the many speaker events offered by the Global Health and Foreign Policy Initiative and the Global Energy and Environment Initiative.

Ph.D. Program
The IP program accepts no more than one Ph.D. student each year.  Admission into the program is obviously highly selective.

Ph.D. students are supervised by a member of the permanent faculty, and so it is important that the student’s research interests coincide with the interests and experience of the faculty. Very often, a primary supervisor will be supported by another member of faculty with complementary interests and disciplinary training.  The director of the IP program is currently doing research on multilateral cooperation in resolving environmental and public health problems.  For more information, please visit the director's research webpage.

Ph.D. students must either have graduated from the SAIS M.A. program or hold equivalent qualifications. All Ph.D. students are, in any event, required to take courses while at SAIS. The faculty supervisor will normally work with the student to design an appropriate course curriculum that will prepare the student for his or her thesis research.
