Renewing Global Democratic Progress in a Difficult Period

Larry Diamond
Senior Fellow
Hoover Institution and Freeman Spogli Institute for International Studies
Stanford University

In recent years, democracy has come under increasing pressure around the world as a result of several factors: the poor performance of many new democracies of the "third wave" in delivering democratic, transparent, and effective governance; the successful economic performance and rising self-confidence of powerful authoritarian regimes, especially Russia and China; and the "authoritarian learning" on the part of many autocracies, including Belarus, Venezuela and Iran, that are seeking to preempt popular democratic mobilization. In this talk Larry Diamond will highlight the trends and dangers of a democratic rollback and consider what can be done, in terms of diplomacy, foreign aid, democracy assistance, and international cooperation to secure fragile democracies and renew democratic progress in the world. Larry Diamond is Senior Fellow at the Hoover Institution and the Freeman Spogli Institute for International Studies, at Stanford University. He is
also co-editor of the Journal of Democracy and co-director of the National Endowment for Democracy's International Forum for Democratic Studies. He is the author or co-editor of some 30 books on democracy. His most recent work is The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World.
