John P. Banks

John P. Banks is Non-Resident Fellow in the Foreign Policy Program at the Brookings Institution, where he provides scholarly leadership and conducts research in support of the Energy Security Initiative (ESI). Currently, he is participating in an ESI study to recommend ways to improve the nuclear industry’s role in strengthening the non-proliferation regime. Mr. Banks has worked as a management consultant for over 20 years advising governments, companies, and regulators throughout the world on energy policy, security, and governance issues. His focus has been on establishing policies, institutions, and regulatory frameworks that promote sustainable energy sectors in emerging markets. He has worked for a number of firms including Nexant, Inc. the successor company to Bechtel Technology & Consulting, and most recently as a Senior Manager at BearingPoint in New York. His expertise in electricity restructuring and privatization ranges from participating in the development of Pakistan’s strategic plan for power sector reform in the early 1990s, to helping implement a new power sector regulatory framework in Jordan. Mr. Banks as worked on power reform issues in Azerbaijan, Bangladesh, Guyana, India, Mozambique, Nigeria, the West Bank, Zambia, and several other countries. He continues to consult, including supporting an upcoming engagement advising on the corporatization of Ukraine’s electricity dispatch and transmission company. Mr. Banks currently serves as an Adjunct Professor at Johns Hopkins University’s School of Advanced International Studies, teaching a course in global electricity markets. In addition, he is an Adjunct Professor at Georgetown University, teaching energy policy in the Masters of Science in Foreign Service program. As chief analyst and co-author, he has contributed to dozens of energy reports, published numerous articles, and has provided expert testimony to the US Congress and the California Energy Commission. Mr. Banks has worked in twenty-four countries outside the US and speaks Spanish. He holds an MS in Foreign Service from Georgetown University. |
